Officer Sean Ford

On March 4, 2009 at approximately 9:20 PM a student attempted to withdraw $120.00 from the HSBC ATM in the Student Union but was having some difficulty. She was approached by two males who extracted the money from the ATM using a tool that resembled a screwdriver. They subsequently claimed the money as their own personal property. The complainant asked for her money back and the two males kept $40.00 from the original amount, returning the remaining $80.00 to her. The two subjects then departed on foot heading toward Knox Lecture Hall.

At 9:25 PM the University Police dispatcher received a call from the complainant with a description of the two males whom she had followed. Subsequently, Officer Ford and other officers were dispatched to the scene, initially believing they were responding to a robbery in progress. Officer Ford observed a male fitting the description of one of the suspects running towards the Jacobs A Parking Lot. He pursued the suspect and quickly apprehended him. Officer Ford arrested the suspect at approximately 9:40 PM and secured all related evidence in the proper areas.

Due to his quick actions and accurate observation of the surrounding areas, Officer Ford was able to restrain the suspect and subsequently made a solid arrest.

It is my distinct pleasure to announce that Officer Sean Ford is the University Police Employee of the Quarter for the first quarter of 2009.

Honorable mention goes to all C and D-line officers whose actions and quick response allowed for the arrest of the suspect by Officer Ford.

Honorable mention goes to Officer Brieanna Hahn

On February 17, 2009, at approximately 2:49 AM, Officer Hahn initiated a vehicle stop near the South Campus after determining the vehicle in question had switched license plates. After subsequent investigation officer Hahn determined the vehicle to be stolen, with the driver possessing a suspended drivers license and a quantity of crack cocaine, along with other drug contraband found in the car. Officer Hahn subsequently arrested the driver and his two passengers. As a result of Officer Hahn’s vigilance, three criminals were arrested and the stolen vehicle was ultimately returned to its rightful owners in decent condition.

It is for the above incident that officer Hahn receives honorable mention for this quarter.

Officer Jonathan Fletcher

On October 15, 2008 Officer Fletcher executed a vehicle stop in the vicinity of the South Campus for an equipment violation. During the course of the stop and the subsequent investigation it was determined that the operator’s license was suspended; she had marijuana in her possession, as well as multiple stolen credit cards. The driver and a passenger were subsequently arrested.

This case and corresponding leads were then forwarded to the Investigative Division for follow-up. The related investigation indicated the suspect had an extensive record for fraud and identity theft. This arrest was ultimately linked to 3-separate larcenies of credit cards and unauthorized use of same.

In addition to this being a good arrest for the University Police, it also cleared several cases that other jurisdictions have been working on. These felony charges will likely lead to jail time for this suspect.

It is my distinct pleasure to announce that Officer Jonathan Fletcher is the University Police Employee of the Quarter for the fourth quarter of 2008.

Honorable mention goes to Officer Martin Tornabene

Officer Tornabene backed up Officer Fletcher on the original stop and played an integral part in conducting the preliminary investigation.

On Sunday July 27, Officer Dale Hohl responded to a medical emergency call at Red Jacket Quad. Upon arrival, Officer Hohl was told by the Dance Masters coordinator that there were a few very sick young women. After further investigation, nineteen other victims were discovered who showed the same symptoms. Officer Hohl remained at the scene and gathered as much pertinent information as possible in regards to patient histories, which he then used in coordination with the responding emergency medical units, fire departments, residential life, and other university police personnel. Officer Hohl also followed up with the Erie County Health Department to get an accurate cause of the illness.

Officer Hohl acted in a highly professional manner and used his experience as a volunteer firefighter and police officer to mitigate an incident that could have very easily gotten out of control. Acting swiftly and efficiently, Officer Hohl was able to contain this emergency. The situation could have easily gotten out of control, with the potential for another 75 victims, but thanks to Officer Hohl’s actions and coordination with other personal this incident was able to be contained.

It is my distinct pleasure to announce that Officer Dale Hohl is the University Police Employee of the Quarter for the third quarter of 2008.

Honorable Mention:

Honorable mention goes to Lieutenant Roy Guarino

Lieutenant Guarino has been nominated for his assistance in the handling of the aforementioned incident that occurred on July 27, 2008. After arriving at the scene, Lt. Guarino worked with officer Hohl to contain the situation. It was made apparent that the scene was under control and the young women were getting the help that they required at that time. Lt. Guarino made all proper notifications and was actively involved in coordinating response and services between all the departments affected by this incident.

For his professionalism and attention to duty in this incident Lieutenant Roy Guarino receives Honorable Mention this quarter.

Honorable Mention goes to Officer Brian Horst

Officer Brian Horst is being nominated for his precise and effective actions in regards to two arrests he made on the South Campus in the effort to keep the university community safe.

The first incident occurred on July 26, 2008 at approximately 8 pm. Officer Horst was on routine patrol on the South Campus when he observed a suspicious person at Main Circle. It was during this time the University was experiencing a rash of stolen bicycles, particularly from this area. After questioning the subject Officer Horst was able to determine that the individual's intentions were to steal a bicycle, as he was in possession of burglary tools including: bolt cutters, pliers, and three bike locks that had already been cut. Officer Horst was able to arrest the individual who in fact had a long rap sheet which included several victimizations of the university community.

On September 3, 2008 Officer Horst was again on routine patrol on the South Campus where he observed suspicious persons in the Main-Bailey parking lot. Officer Horst questioned the three individuals, who were apparently attempting to conceal something. After further investigation, Officer Horst uncovered a large bag of marijuana as well as eleven doses of the drug LSD. He then arrested and placed felony charges on the suspected drug dealer.

For his vigilance and attention to detail and subsequent arrests Officer Brian Horst receives Honorable Mention this quarter.

Investigator Kreger responded to this incident along with our investigation unit to process a potential major crime scene. While the subsequent investigation determined the child died of natural causes all policies and procedures for investigating a major crime scene were followed. In addition to the excellent work performed by Investigator Kreger and the entire Investigation’s Unit, Lieutenant Sticht conferred with Don regarding employee concerns for officers responding to this tragic situation, which involved the death of an infant. Don has been active in the University’s Employee Assistance Program (EAP) for many years and quickly realized that this situation required special attention.

Investigator Kreger went above and beyond his duties when he assisted the responding Officers with a critical incident de-briefing. He assured that the process was conducted in a professional, non-judgmental, open atmosphere which encouraged all involved to contribute to the session. This de-briefing assisted all of the officers involved to deal with this stressful situation. Don also assisted with the follow-up contacts the facilitators made to address any other issues or concerns. Several employees have mentioned how much they appreciated this. Fortunately this is a situation we do not deal with very often, and I am confident that because of Don’s leadership in this case we as a department, will be far better equipped the next time a situation like this occurs.

It is my distinct pleasure to announce that Investigator Don Kreger is the University Police Employee of the Quarter for the second quarter of 2008.

Honorable Mention goes to Officer Kevin Will

Officer Will has been nominated for his assists in two arrests: one in Buffalo, and the other in Amherst.

The Buffalo incident involved an individual who was believed to be armed. Officer Will followed the suspect to an address on Lisbon Ave., and he was subsequently arrested for a criminal event that occurred in Buffalo.

In the second matter; Amherst PD was searching for an individual involved in a motor vehicle accident that caused significant damage to private and public property. Will observed the individual, ensued in a foot chase eventually taking him into custody. The individual was identified and charged with vehicle theft and leaving the scene of an accident.

For his professionalism and attention to duty in both incidents Officer Will receives Honorable Mention this Quarter.

Honorable Mention goes to Lieutenant Tim Thompson

On 5/28/2008 0418hrs. , Lt. Thompson was assisting with a burglary complaint in the Ellicott Complex when he located an individual matching the description of a possible suspect. The suspect had in his possession two UB Cards, one of which belonged to the original complainant. A residence had been burglarized and a vehicle had been broken into which had property taken as well.

This incident is of significance because the suspect was charged with five felonies and the property was recovered from previous complaints and returned to their owners because of Thompson’s investigation.

For this arrest and subsequent investigation Lieutenant Thompson receives Honorable Mention this Quarter.

Officer Hahn

On 3/26/08 while on A-Line Officer Hahn observed a 1991 red Cadillac on the Jersey turn from Main St. to Bailey Avenue operating without headlights on, and initiated a traffic stop. Upon speaking to the operator, she noticed that he was extremely nervous and observed a clear cellophane baggie that was partially visible under the driver's leg. Upon further investigation, pills were found in the bag, as well as other pills in the vehicle. During questioning the operator stated that he was on his way to sell Oxycontin pills to University at Buffalo dormitory residents. By initiating the stop and subsequent investigation, Officer Hahn made a felony arrest for possession of a controlled substance and prevented the delivery of narcotics to campus residents.

It is my distinct pleasure to announce that Officer Brieanna Hahn is the University Police Employee of the Quarter for the first quarter of 2008.

Honorable Mention goes to Lieutenant Chris Bartolomei

On 3/7/08 at 2:55 AM Lt. Bartolomei initiated a traffic stop on Sweet Home Rd. of a car matching the description of a vehicle involved in car break-ins at Hadley Village. Investigation led to the positive identification of stolen property as well as the arrest of three suspects in the vehicle. There were twelve (12) separate vehicles entered at Hadley Lot and almost all of the property stolen was recovered because of Bartolomei's actions. In addition these individuals were involved in the break-ins of several vehicles in the town of Amherst. Lt. Bartolomei credits "A" and "D" Line Officers for their assistance. We have not had another vehicle break-in since these arrests!

Honorable Mention goes to Officer William Malican

On 3/21/08 Officers Malican, Wishman, and Hoyden responded to report of a suspicious person in the Main Bailey parking lot asking for money from passersby. The Officers responded and checked the area with negative results. Officer Malican entered Clement Hall after the search and found a man matching the description in the lobby. The investigation of the person found that he was a subject of earlier calls also of a person asking for money on the Main St. Campus. The person was arrested for Criminal Trespass as well as other charges, but moreover he was removed from the residence halls and was no longer a threat to residents. The suspect admitted to being a crack cocaine addict and had been on a three day binge before being arrested.

Please join me in congratulating all of these officers for their fine work! While we are announcing these awards today the presentation will occur at our annual Awards Breakfast scheduled for 0800 hrs. on August 4, 2008 along with other awards. More information to follow regarding the breakfast.

In December of 2007 the University at Buffalo Police Department was awarded NYS DCJS Police Accreditation. Several members of our department played significant roles in this accomplishment; however, one individual distinguished himself with his leadership role. Lieutenant Bartolomei took the lead in the accreditation effort for the University at Buffalo Police Department in the spring of 2007.

In May of 2007 Lieutenant Bartolomei attended the DCJS Accreditation Workshop along with several other members of our department. It became apparent that in our case, it was best to discard our existing policies and procedures and write policy that complied with the accreditation standards. This meant redoing the entire department manual into over 75 new general orders. As our Accreditation Program Manager, Lieutenant Bartolomei led us through this process in a relatively short period of time. Additionally, he prepared the entire department for an inspection of all DCJS standards, a series of presentations by department members, and a static display of specialized units. This involved a very thorough three day inspection of all department policies, procedures and functions by the Accreditation Assessors.

On December 13, 2007 the University at Buffalo Police Department was the first SUNY Police Department to be awarded for accomplishing NYS DCJS Police Accreditation. No doubt that if it wasn't for the diligence of Lieutenant Chris Bartolomei the goal of accreditation would not have been realized.

It is my distinct pleasure to announce that Lieutenant Chris Bartolomei is the University Police Employee of the Quarter for 2007.

Honorable Mention goes to Officer Guy Harvey

On November 23, 2007, Officer Bruce Pepi stopped a vehicle on Main St. and the operator fled from the scene, Officer Harvey was the dispatcher on the A-Line shift. Officer Harvey was able to determine that the vehicle involved was a rental vehicle, but the computer printout did not provide any other helpful information. Through his own initiative he was able to find a contact number for the rental agency by searching through old reports in our records system. Using that number he was able to get the rental agreement faxed to UPD. Using the information on the rental agreement he was able to contact the person who rented the vehicle and determined that it had been taken without her consent. With Officer Harvey's persistence the renter provided information on the suspect. This information was important for the safety of the officers who were trying to apprehend the suspect, who has a long criminal history. Officer Harvey also coordinated the UPD response with several other police agencies and was able to provide useful information regarding the suspect. Officer Harvey's creative and thorough approach led directly to the identification and eventually to felony charges on the suspect in this incident. For his professionalism and dedication to duty Officer Guy Harvey receives Honorable Mention for this quarter.

Honorable Mention goes to Officer Bruce Pepi

In the same incident on November 23, 2007, Officer Pepi observed a suspicious vehicle on Main St. near University Ave. Officer Pepi attempted to stop the vehicle but the driver fled, eventually resulting in an accident. The suspect fled on foot and eluded Officer Pepi. Officer Pepi coordinated a search of the area with several area police agencies. Although the suspect was not immediately apprehended, enough information was gathered to identify the suspect and to have a warrant issued for his arrest. Further investigation found the vehicle to be stolen and it contained over five thousand dollars worth of narcotics.

The suspect was arrested on unrelated charges by BPD and ultimately charged for his actions on November 23rd, 2007. The apprehension of this dangerous individual, who was an escapee from a work release program, ended with a violent confrontation with BPD when the suspect was shot. For his attention to duty and persistence, Office Bruce Pepi receives Honorable Mention for this quarter.

It is my distinct pleasure to announce that effective November 29, 2007 Police Officer Timothy Thompson and Police Officer Scott Marciszewski are promoted to the position of University Police Lieutenant. Please join me in congratulating both Tim & Scott.

Secondly, we are also recognizing the great work the employees of the University at Buffalo Police Department have performed in the 3rd quarter of 2007.

Officers Scott Marciszewski, Gregg Gamble and Brian Horst

On August 26th, all three officers had just completed Residence Hall floor meetings regarding safety issues when they observed suspicious persons near the BMRC. They were aware of a recent robbery in Buffalo by individuals who matched the description of the suspicious people. They pursued these suspects and captured two of them who were linked to numerous robberies in the University Heights area. The two suspects were charged for their previous robberies in the Heights and as a result, the incidence of robberies in the area significantly decreased. For their attention to duty and professionalism in this investigation and arrest, Officers Marciszewski, Gamble, and Horst are awarded Officer of the Quarter for the 3rd quarter of 2007.

Honorable Mention Nominations

Officer Tim Thompson

On July 14th, Officer Thompson observed suspicious individuals on the South Campus, and based upon their behavior stopped and questioned them near Harriman Hall. The stop led to the arrest of one of the individuals with 24 bags of marijuana and drug packaging while in the company of juveniles. Because of Officer Thompson's actions, the marijuana was confiscated and the juvenile's behavior was reported to his guardian. The three other individuals were removed from the campus.

Officer Gregg Gamble

On August 30th, Officer Gamble was dispatched to the grounds near Goodyear Hall regarding a possible drug dealer attempting to sell marijuana. Officer Gamble did locate a suspect in the area who was placed under arrest. Initially we were not able to verify the suspects identity, he was taken to the Erie County Holding Center and it was determined that he was wanted as a prison work release absconder. Officer Gamble's quick actions returned the person to jail and prevented further victimization on the part of the arrestee.

Officer James Riley

On August 8th, Officer Riley stopped a vehicle traveling in the wrong direction on Audubon Parkway. After further investigation Riley determined the driver was intoxicated and placed her under arrest. The arrestee had two children in her vehicle, ages eight and three, and was operating the vehicle with a blood alcohol content of .18%. Considering the level of intoxication, Officer Riley prevented a potential catastrophe.

Officer Brendon Zubek

On August 27th, Officer Zubek received information that individuals were selling drugs on a university shuttle bus. The subsequent investigation led to the arrest of two individuals who had been using the bus as a meeting place to sell drugs. Additionally, these individuals were arrested on active warrants from other agencies.

It is my distinct pleasure to announce that Officer Scott Marciszewski is the recipient of the Officer of the Quarter for the 2nd quarter of 2007.

2007 Annual Awards

Officer Scott Marciszewski is credited for his quick actions on April 21, 2007 when he extinguished a fire in Fargo Quad preventing serious property damage and potential injury or death to others.

A caller reported smoke coming from under the door at room 210 Fargo Quad, and upon arrival the patrol observed heavy smoke in the hallway and fire in room 210. Officer Marciszewski pulled the fire alarm to evacuate the building and entered the room with Officer Vinci. Upon entering the room a fire was visible under the desk, and Officer Marciszewski used a dry chemical extinguisher and attempted to put out the fire but the smoke was too strong and he closed the door until Getzville Fire Company arrived. Upon entering the room the fire department found the fire extinguished thanks to Marciszewski's quick actions.

A State Fire Investigator determined that the fire was suspicious and found two cans of lighter fluid, a sword, and a spoof filter used to dissipate cigarette smoke. Because the fire was extinguished, damage was minimal, and the fire was contained to room 210, as well as no injuries to the students in the immediate area.

For his quick thinking and response to what could have been a serious fire, Officer Marciszewski is the UPD Officer of the Quarter for the 2nd quarter of 2007.

Honorable Mention

In a second incident, Officer Wayne Colton was nominated for his investigation of a burglary in Ketter Hall for which he receives Honorable Mention.

On April 27, 2007 Officer Colton was dispatched to take a report of a burglary in 114 Ketter Hall. Officer Colton completed the report and took it upon himself to conduct several follow-up interviews over the next few days. Through his investigation using door swipe records and reviewing on-line auction web sites, Colton was able to identify a suspect who was ultimately arrested by the University at Buffalo Police Department and charged with two felonies. This case involved fifteen victims, over one hundred stolen items totaling over three thousand dollars, much of which was recovered.

For his extreme diligence Officer Colton receives Honorable Mention for the 2nd Quarter of 2007.

This was clearly a busy quarter for all members of the UPD and I greatly appreciate everyone's efforts and dedication to service to the University at Buffalo community!

I am pleased to announce the recipients for the first quarter of 2007 for outstanding service to the University at Buffalo Community.

Officer Hazel Harwell

Officer Hazel Harwell is recognized for her arrest of a subject involved in a theft at the UB Commons. The perpetrator had stolen a book bag from the shelves at the entrance to the CVS Pharmacy at the Commons containing a laptop computer and other items including a text book. UPD Dispatch contacted the UB Bookstore and alerted the staff that the book might be brought in to be sold back to the bookstore. The bookstore staff reported that the text had been bought back and gave a description to the responding officer who relayed the information to other patrols. A short time later a subject fitting the description was stopped by Officer Harwell on Main St. near Walgreen's Drug Store and was found to be in possession of the book bag and computer stolen earlier on the Amherst Campus. As well as the victims' property, he was also in possession of other items which were linked to thefts that occurred several days prior to the arrest.

Because of her alert observation Officer Harwell was responsible for the victim getting his property back and solving several earlier thefts from other students. For her efforts Officer Hazel Harwell is named the University at Buffalo Police Department Officer of the Quarter. Officer Harwell credits Lieutenant Frank and all of the officers from "B" line that assisted in this arrest for this was clearly a team effort!

Honorable Mention

Officer Anthony Vinci

This was a difficult quarter to choose one officer, considering this we would like to acknowledge several other UPD Officers. Officer Anthony Vinci has received Honorable Mention for apprehending the individual responsible for a string of "peeping tom" incidents at South Lake Village Apartments. Vinci responded to a call of a prowler at South Lake who was looking into windows and spotted a possible suspect who was fleeing the area on a bicycle. When the suspect rode through an area that Vinci could not follow in his patrol vehicle, Vinci exited the car and chased the suspect and was able to give a description and stayed in visual contact. The Amherst K-9 unit was called in; as a result of Officer Vinci's information and description the suspect was located at a nearby residence in the Town of Amherst.

Additionally being awarded with Honorable Mention is the entire Investigative Division of the University Police Department. Because of their tireless efforts the investigators solved several burglaries which occurred at the Medical Complex and Diefendorf Hall on the South Campus. The team of Therese Banas, James Budniak, Don Kreger, and D.J. Rehberg, under the supervision of Inspector Dan Jay, coordinated with the Buffalo Police Department and the Erie County District Attorney's Office to bring all of these cases to a successful conclusion.

Honorable Mention also goes to Officers David Hoyden and Joshua Sticht who identified and arrested two perpetrators responsible for no less than ten burglaries and larcenies in Goodyear Hall, Red Jacket, and Schoelkopf Hall. Because of their diligence they were able to get enough information to identify the two individuals responsible by piecing bits of information together to bring the investigation to a successful conclusion.

This was clearly a busy quarter for all members of the UPD and I greatly appreciate everyone's efforts and dedication to service to the University at Buffalo community!

I am pleased to announce the recipients for the fourth quarter of 2006 for outstanding service to the University at Buffalo Community.

Police Officer Timothy Pray has been selected as Employee of the Quarter for his outstanding response to a call of a burglary in progress on the Main St. Campus. A report of a professor chasing a suspect carrying a black duffel bag containing a stolen computer was dispatched to the Main St. Campus patrols. Officer Pray spotted a man matching the suspect without the black bag and stopped the individual and after questioning and identification, found a knife, a sum of cash, and information regarding prices on computer equipment.

When the complainant was interviewed, it was learned that the man dropped the bag when the professor was chasing the suspect and was heading to the NFTA Terminal at Main Circle. Officer Pray's quick actions resulted in the arrest of the suspect with a long criminal history who is believed to be responsible for numerous computer thefts at other area colleges and hospitals. His subsequent investigation, control of the crime scene and evidence possessing will surely result in a conviction.

Honorable Mention

Police Officer Joseph Paskiewicz responded to a call to intercept a campus shuttle bus with a possible suspect in the theft of a laptop computer from a library in Capen Hall. Paskiewicz stopped and boarded the bus and identified an individual matching a witness description. After questioning, the laptop was found and the suspect was returned to Capen Hall and positively identified as the person who had stolen the computer.

The University at Buffalo has recently experienced several similar crimes. For his professional response to the incident, including excellent coordination with dispatch Officer Paskiewicz is being recognized for his Service to the University Community with a certificate for Meritorious Service.

Promotion

It is with great pleasure that I announce the Promotion of University at Buffalo Police Officer Chris J. Bartolomei to the rank of Police Lieutenant effective February 8, 2007.

It is my distinct pleasure to announce our award recipients for the third quarter of 2006 for outstanding service to the University Community.

Lt David Urbanek has been selected for the award for his outstanding work when called to assist a man having difficulty breathing on the bicycle path near St. Rita's Lane. Urbanek, an EMT arrived on the scene within three minutes of receiving the call for assistance and evaluated the individual as having a heart attack. The victim then stopped breathing and had no sign of a pulse when Urbanek used an AED and CPR to revive the man who began breathing on his own and pulse was restored. The victim was transported to a nearby hospital and received further treatment and is recovering from the ordeal. Lt. David Urbanek is the University Police Department Employee of the Quarter. Honorable Mention goes to Officer Anthony Vinci who assisted Lt. Urbanek with the resuscitation.

Other notable incidents considered for the quarterly award were:
The arrest of two suspects on the Main St. Campus who were charged with Robbery, Possession of a Weapon, and Resisting arrest by Officers Lou Rossi and Tim Thompson as well as assisting officers on duty at the time. The two were later identified as suspects involved in other robberies in the University Heights District over the past year. The call was made by a student who recognized the suspects who had robbed him last year in an off campus incident and the Officers were able to affect the arrests within minutes of receiving the call. Officers Rossi and Thompson received Honorable Mention for the third quarter.

In another incident Officer Joshua Sticht while on bicycle patrol at 3:00 AM observed an individual in a parking lot having difficulty backing a vehicle from a parking space, and when the suspect saw Sticht he fled from the vehicle and ran from the scene. The suspect was followed into Letchworth Woods and after a foot chase the individual was subsequently arrested. The man was charged with Driving While Intoxicated and Unauthorized Use of a Vehicle, after the owner of the vehicle relayed that permission was not given to anyone to use the vehicle. Officer Sticht received Honorable Mention for the third quarter.
